Helicopters carry

Why would helicopters not carry infantry and Militia? Seems that in real life the helicopter carries people. Wouldn't it make sense that they would in the game? If they were allowed to carry maybe just nerf the range. They don't have great range in real life so they should only get half as far as a plane.

Thoughts?

Balance. though I think base carry should be 2

What do you mean balance?

Map editor options: either carry all units or specific to one type of units .. no in between

if helicopters could carry anything you could just full spam helis and carry the odd militia for taking the land. that would eliminate the use of any strategy that uses infantry or militia with an over abundance of helicopters from the enemy side.
