Master of Stealth no Marines or Submarines

I am playing a game as Master of Stealth, but since upgrades are disabled and i have Marines and Submarines unlocked from upgrades, it has completely restricted those units, even though i have been granted the stealth planes from the strategy.

Not all the strategies unlocks the units that they boost. Though I'm unsure if admins intended that. The atWar database have this information though, it can be useful for the next time that you play a game without upgrades:
