Units didnt Move when trying to move them to an Allie's City

As you can see in the screnshot, bargain (France) was in my team, spain(dark Orange) and Germany (Violet) were enemies,
i transferred my units from London(with general ) , Benelux, Swiss and from Spain to def his cap, to a sum of ~26 infantries and general to be in Paris, thing is units stayed in transports, and the ones from Benelux didnt move though they weren't tb'ed, the only units that were tbed were the 4 infantry from Spain.

I asked abt this bug, it seems that this happens sometimes when u send troops to ur allies cities.
