This user called DaVirus (http://es.atwar-game.com/users/profile.php?user_id=106816) is a hacker i was playing a game and lisbon province had 4 troops he joined as lisbon and next turn he had 113 troops and obviusly killed me (spain)

If what he says is true then he was indeed hacking,max reinf in latejoin is 100 units,at least for default map.

is that data for only one city or whole country? .. if its for one city, myb he just moved some troops there

Iwill take the risk and say whole country,I usually take one city countries but when I take countries with more than one cities I think the reinforcement split in x cities.

Portugal has 4 cities. They probably got overstacked by neutrals.

4 units,it might be later turns and neutrals were increased,idk why spain wouldnt get lisbon but you never know.
