[OPEN] Clan Header

Expected behavior
When I insert any photo to my clan header regardless of file or size it should upload and adjust on its own.

Actual behavior
When I insert a photo to my clan header as PNG, JPEG or GIF, it will only load the same previous photo that I had as that file before.

Steps to reproduce the behavior
Go to clan page and click edit. Scroll down to Header Image and Choose file.

Information:
Browser: Google Chrome

Browser version: Chrome 72 i think

OS: 64-bit operating system, x64-based processor

Any other relevant information: YES I CLEARED CACHE

the image is posted, youd just need to wait a while

I don't think this is an actual bug... the images do update, it just takes time. This is because our CDN caches things pretty aggressively. I'll look into to it, however, to see if I can speed it up without impacting site performance too badly.
