Why not just make an option on whether you can BUY special units

No. It will unbalance the game by complicating various strategies, as rare units (they are called rare for a reason!) remain unaffected by the strategy. The less units there are overall, the better. So I think it's a terrible idea from every perspective--even if strategies begin to affect rare units as well.
