This isn't a popular player list of all time. It's popular list of 2020, it doesn't make sense to include someone who didn't actually get involved in the game in 2019 or 2020.
That's like saying Cronus should be on popular list of 2020 because he made united nations which was super influential years back but he hasn't even logged on in who knows how long
