Extra city capitals

Capitals should be able to be selected as an extra city in custom maps. Discuss.

Most people who buy premium buy the entire package, i don't see the point in penalising people who only buy scenarios by making certain countries unplayable to them.


As far as making certain countries unavaliable in a map, that is done buy making a new preset, meaning you can make something like europe, europe+ eurasia.


So i really can't see the point in this, if you have a reason, please elaborate.

Well first of all, its already the case with the normal map that some countries are turned on by the extra cities option, such as Montenegro and Macedonia. You just can't replicate it in custom maps.

For me it would just be easier with a map that doesn't have a scenario to have a version with certain countries and a version without depending on what you want... in my case, a United Nations.
